• U.S. Secretary of Defense is David Swift in 1997 (The Nox) and Arthur Simms in 1999 (Fair Game).
• Senator Kinsey: the Chairman of the Senate Appropriations Committee.
  • He is categorically opposed to secret projects. He was  responsible for cutting all federal funding of the Stargate program after his inquiry into the program, believing the risk wasn't worth the price (in any terms). (Politics)
  • When that attempt to shut down the program ultimately failed, he joined forces with the rogue NID group trying to gain as much technology as possible, however possible; his online activities connect him with all sorts of things, including Maybourne's secret project out of Area 51, the Russian stargate, and the threats to Hammond.
    • Was "outed" to the SGC (or at least Jack, probably Hammond, and probably the rest of SG-1) when Maybourne brought Jack to see him in an effort to get enough info on the NID group to force them to reinstated the retired Hammond. To escape after getting the info, Jack calls an impromptu press conference for Kinsey, knowing Kinsey won't allow the NID guys on the street to shoot Jack and Maybourne with cameras present. Jack "leaks" that Kinsey will be running for president; Kinsey confirms the rumor to the press. (Chain Reaction)
  • Has a hint of religous fervor about him -- not obviously in casual conversation, just enough to show up on the radar (when Teal'c said Apophis wouldn't rest until the people of Earth worshipped him as a god, Kinsey got very intense as he said "There is only ONE God, sir, and I do not believe for one moment that he would allow for one moment what you are trying to tell me to come to pass. We are, after all, 'one nation, under God'."). (Politics)
  • In at least one potential timeline, he becomes president, thanks to the efforts of SG-1 in finding the world some "saviors". (2010)
  • In the real timeline, he's still planning on the presidency several months after Chain Reaction, and is convinced that Jack is out to stop that from happening (since It's All About Kinsey). Still reading mission reports, but apparently missing the point entirely; he honestly believes that Jack travelled to the future to send back the note in 2010, rather than Jack's future self sending it back. Seems to be doing what he can to cut the SGC people out of the loop -- when Jack sets up an appointment to see the president (trading on the fact that he's saved the world a lot), Kinsey intercepts him, refuses to grant him access, and sends him back home.   • Still a generally nasty piece of work, and not trying to mask it anymore around the SGC; tells Hammond flat-out that what he mean by "a historic occasion" is Hammond's resignation -- and moreover says it in front of some of Hammond's people, including Sgt. Davis. Mainly, though, he hates Jack; when it's clear that the proposed treaty with the Aschen is in the toilet, it's Jack he's yelling at for an answer, and threatening with an investigation. (2001)
  • In the running for a spot on the presidential ticket as of 2002, although apparently his party was looking at him for VP, rather than president. He was shot by an assassin (a rogue-NID agent who was using a Foothold mimic-device to look like Jack), a few weeks before his (unidentified) party's national convention. Unbeknownst to anyone, Kinsey was working for Agent Barrett of the NID (who apparently blackmailed him into it, much as Jack blackmailed him into re-instating Hammond). He parlayed the assassination attempt into political fodder, using it to feed his campaign. He also went into a press conference with Jack, clearing him of any wrongdoing -- and parlaying that into political gain, as well. (Smoke and Mirrors)
  • (In a move I don't understand and therefore can't properly interpret,) Kinsey joined the disclosure meeting with the Chinese, French, and UK ambassadors to the US and proceeded to undercut SG-1, Hammond, Major Davis, and Colonel Chekhov at every turn, trying to use those foreign ambassadors to finagle a completely useless domestic powergrab on Kinsey's part. He had switched from Senate Appropriations to Intelligence Oversight. The switch, and the attempt to commandeer the meeting to his own agenda, was all in aid of getting the stargate program switched to the NID (by international fiat, basically; Kinsey kept insisting the SGC was incompetent to handle the job, and once the ambassadors were aware of the full scope and were balking at the US military retaining full control, he started asking them to demand that the NID be given control of it, because it's a civilian organization and therefore more trustworthy than any military organization, even with those convicted traitors that the SGC had to excise from its ranks on a fairly regular basis.). The NID reports to Intelligence Oversight, which would effectively put Kinsey in charge of the stargate program.
    • If he wins the presidency as he fully expects to do, he'll be in charge of the stargate program anyway (it functions on presidential directive, not congressional order), so the entire coup attempt makes no real sense.
• The president's name is unknown. Also unknown if it's the same president serving through two terms, although it seems likely, given that Hammond appears to maintain some sort of personal relationship with him. In the beginning of the program, he was very keen on the SGC, SG-1, and Jack O'Neill; when Kinsey questioned the necessity of the program, the president held Jack and SG-1 up "as a shining example of the fine work the SGC is doing," and demanded that Kinsey give them a fair trial.   • Confirmation on a two-term president came in sixth season. He appears to have been in office for a year or so when the SGC program started up under Hammond; as of six years later, he's "nearing the end of his second term" (Paradise Lost) and the campaign process for the next president is at the party-convention stage (Smoke and Mirrors).
• Armin Selig, a reporter, had an unnamed source for information on the Stargate program. His death from a hit and run is listed officially as an accident. (Secrets)
• Civilians with access to the Stargate program must sign nondisclosure statements, making them susceptible to prosecution under the Espionage Act. (Secrets) Non-SGC military personnel also have to sign nondisclosure statements. (Prodigy)

• Offworld alliances:
  • The US government, through the SGC, is making various alliances as it goes along, many of them trade-based. Some are more diplomatic/defensive, like those with the Asgard, Tollans, and Tok'ra.
  • The Asgard, Tollans, and Nox threatened to sever all diplomatic ties as a result of the rogue NID group's actions, and insisted that the SGC clean up its own mess with no help from them or anyone else. The Asgard further insisted that only O'Neill be involved in the sting operation. (Shades of Grey)
    • Not a real alliance with the Nox, but the lines of communication appear to still be open, at least, despite the Nox's decision to bury their gate and cut off all chance of the SGC returning to their world.
  • The alliance with the Tok'ra was supposed to be formalized in an agreement between the head of the Tok'ra High Council and the president of the United States; unknown if that meeting ever actually occurred. (Divide and Conquer)
    • It includes the full exchange of all potential sources of information pertaining to the Goa'uld. (Absolute Power)
    • Article 9 allows the SGC to request (and be given) Tok'ra mission reports -- and presumably vice-versa. (Abyss)
• Earth alliances:
  • Russians
  • The other permanent members of the UN Security Council -- United Kingdom, France, and China. The alliance, in Colonel Chekhov's words, would require an unprecedented level of military cooperation, and total secrecy on the part of all the governments involved. Although the ambassadors of the three countries at first all balked, a little visit from Thor, who clearly favored an alliance with the SGC at the helm, changed their minds.

• Often involve the NID
• Ever since the beginning of the Stargate program, there have been philosophical skirmishes behind the scenes, with politicians pulling the strings outside the jurisdiction of the military. There was an initial push to bring back whatever was necessary, regardless of consequences, but it failed -- although Hammond believed that a major player never showed his face, and continued to work behind the scenes. (Touchstone)
• Senator Kinsey has probably been the key political player all along, trying to either shut the program down entirely or subvert it to America Uber Alles ideology.
• By the middle of fourth season, it's clear that Hammond, Jack, and the SGC in general are losing their pull in Washington, starting with Chain Reaction when Hammond is driven into retirement and replaced with an NID patsy. By 2001 (mid fifth season), the president is refusing to take Hammond's calls, the Pentagon is refusing to listen to the SGC's recommendations, and Kinsey is actively (and successfully) preventing Jack from seeing the president.
• Kinsey made a bold, sweeping move to wrest control of the SGC away from Hammond and Jack by getting other countries to insist on it, during a meeting with the ambassadors to the US of the nations who are permanent members of the UN Security Council. His hope was to convince Great Britain, France, and China to "compromise" (between Hammond's wish to keep the SGC under US military control at Cheyenne Mountain, and the ambassadors' wish to put it under joint international control on neutral territory) by accepting Kinsey's offer to move control to a US civilian oversight organization -- the NID. He had also managed to switch senate committees to put himself on intelligence oversight, which would effectively put him in control of the NID, and thus of the SGC. The moved failed, but it was a near thing. (Disclosure)

Stargate program:

• Took the Giza DHD from the Germans after WWII. (Watergate)
• Had a stargate program of sorts going before even getting a stargate; someone recognized DHD symbols in a Russian archaeologist's report and suppressed the knowledge, and the Russians later added that gate address to the ones supplied by Colonel Maybourne. (The Tomb)
• Salvaged the original gate from the ocean after it crashed (Nemesis) and set up their own secret program, aided with info from the NID, with Maybourne as an onsite advisor. (Watergate)
• During one mission, they captured one of Cronus' Jaffa and held him prisoner, leaving that fact out of the offical records. (Desperate Measures)
• Had their own version of an NID based in Russian Army Intelligence, running secret missions beyond the ones that were logged to gain technology. Whoever was in charge of it still had pull a year later -- gave secret orders to the Russian rescue team to make getting the Eye of Tiamat a priority. (The Tomb)
• Left a team of four offworld for 10 months after their program was shut down rather than admit to having unauthorized missions. (The Tomb)
• Official program had only gone to 37 other gates. (The Tomb) If that number is right (i.e., that they actually went to them all, not just that they had addresses for them), they were whipping through planets at an incredible rate -- according to Jack, they had to call in the SGC to help with the water-gate after a month.)

Cooperation with SGC/Pentagon:

• The Pentagon has made a deal with the Russians, to share information and technology gained through the stargate as long as the Russians decommission the gate their salvaged gate. (Watergate, Chain Reaction, Absolute Power)
  • Neither Russia nor the US is holding up their end of the agreement between them -- which both sides acknowledge. (The Tomb, 48 Hours)
• The Russians have been pushing for more direct involvement in the stargate program. (The Tomb)
• The Russians are willing to do at least the minimum; on request, they contacted and then brought home eight teams caught offworld when Teal'c got trapped in the stargate. (48 Hours)
• Despite his government's agreement to SGC terms, Colonel Chekov, in charge of dealing with Major Davis and Daniel (sent to request help and the Russian DHD), was still very angry about the lack of sharing and about the death of the three Russian soldiers in The Tomb, and at first refused to do more than contact and bring home the stranded SG teams. He used SGC's need of his help to make demands his goverment hasn't, looking for something of "significant value" in return for the use of their DHD, unwilling to simply be walked over by SGC interests. (48 Hours)
  • Demanded that a Russian team be permanently stationed on the SGC base, all mission reports go through the Russian onsite officer, and all technology procured and developed as a result of stargate travel -- past, present, and future -- be shared equally. To back up these demands, he pointed out that the DHD means that the Russians could ensure that their stargate remains the dominant one. (48 Hours)
  • Thanks to Daniel's ability to cut to the heart of things, he agreed to loan the DHD as long as he can come with it to see exactly what happens, in return for naquadah generator technology. (48 Hours)
• After it's loaned to SGC to rescue Teal'c, the DHD is destroyed in a backlash of energy. (48 Hours)
• Russia now has a naquadah-generator program, supervised by Dr. McKay (formerly of Area 51). (Redemption, part 2)

  • The final term will not be met -- Jack added Jonas Quinn instead, having no wish at all for a Russian on his team. He suggested "throwing them a bone" by giving them their own team instead. So it's possible that the Russians have their own unit at the SGC. (Redemption, part 2)
• Confirmation of a Russian team working through the SGC came in Metamorphosis. The officer leading the team, Lt. Col. Sergei Ivanov, was a smart, capable man -- very good choice for an SG team leader.
• The cover story they were giving (along with US officials) to explain the explosion of Anubis' crashed ha'tak vessel was that the missile sub Rostov was less than 75 kilometers from the impact of the "meteor" that fell into the Pacific, and was severely damaged by the shockwave; the sub sank to the bottom. The United States, in the spirit of international cooperation, sent a deep-submergence rescue vehicle from Pearl Harbor. Unfortunately, the Rostov's reactor went critical before the rescue vehicle arrived on the scene. (According to Chinese intelligence reports, the Rostov was taking on supplies at the harbor in Vladivostok when it supposedly exploded on the ocean floor. Whoops.) (Disclosure)
  • From all appearances, other governments didn't believe this or other cover stories, from either the Russians or the Americans, but none of them had figured out what was really going on -- just that clearly, the Americans were up to something, and the Russians were going along. (Disclosure)

• Doctor Britski: Russian archaeologist, trapped with the team caught offworld after the Russian stargate program was shut down. He died along with all the others. (The Tomb)
• Colonel Chekov:
  • First interaction with the SGC was when he arrived to debrief Lt. Tolinev, the only survivor of the rescue mission to try to save an abandoned Russian team. He was a friend of Colonel Zukhov's, who died on the mission. (The Tomb)
  • Chekov was the person who dealt with Daniel and Major Davis' request for the use of the DHD; despite his own misgivings, he agreed to loan it to the SGC, then had to watch as it was accidentally blown up to save Teal'c. (48 Hours)
  • By 2002, he had become the official Russian envoy to the SGC. (Redemption, part 1)
  • In exchange for continued cooperation and the plans for the X-302, Chekov offered to allow the SGC to rent the Giza gate when the Antarctic gate is destroyed to save the Earth.   • He was the Russian representative at the disclosure meeting; far more skilled at schmoozing than any of the Americans. He did his damndest to talk the ambassadors into going along, going so far as to get the Chinese ambassador alone and start wooing him with reports about how much the SGC was spending on the program, and how much better it was to reap the rewards (after R&D, and a decent amount of testing, all on America's dime) without paying the price. • Major Valentine Kirensky: Commander of a rogue Russian team (similar to a rogue NID team) that was trapped offworld when the official Russian stargate program was shut down. He died offworld along with his entire team. (The Tomb)
• Lieutenant Marchenko: Assigned to travel offworld with the team that went with SG-1 to rescue an abandoned offworld Russian team from the active Russian stargate program. He was crushed by a stone doorway trying to get out as the ziggurat began a partial collapse. (The Tomb)
• Doctor Svetlana Markov: Brilliant physicist, on a par with Sam. She ran the science aspects of the Russian stargate program, and when the Russians got into trouble with it specifically requested SG-1's help. (Watergate)
• Lieutenant Tolinev: Assigned to travel offworld with the team that went with SG-1 to rescue an abandoned offworld Russian team from the active Russian stargate program. She was bitten by the creature that had been trapped in the sarcophagus with Marduk (and had eventually been infested with Marduk), and nearly died, but was brought back to the SGC in time to recover fully. Colonel Chekov wasn't pleased with her report, expecting her to lay a lot more blame at SG-1's door for what had happened to the rest of the Russian team. Tolinev was the only survivor. (The Tomb)
• Colonel Sokalov: Commander of the Russian stargate program. When the lifeform they had inadvertantly brought back with them began attacking/infesting people trying to get back home, Sokalov activated the "Extreme Measures" protocol. The program sealed their gate room, disconnected the DHD from the stargate, and released "Substance 35", a non-persistent nerve gas that evaporates after three hours. He died along with everyone else on the base, barring the lifeform and Maybourne (nearly frozen to death in a kitchen freezer). (Watergate)
• Major Vallarin: Assigned to travel offworld with the team that went with SG-1 to rescue an abandoned offworld Russian team from the active Russian stargate program. He was infested with a Goa'uld (Marduk), and eventually died. (The Tomb)
• Colonel Zukhov: Friend of Colonel Chekov's, and Jack's Russian counterpart. He blew himself up in an attempt to kill the Goa'uld that had inhabited Lt. Marchenko, to keep it from getting its hands on the Eye of Tiamat. His death gave Jack a chance to escape, and to finish the job Zukhov started by blowing the entire ziggurat up. (The Tomb)

• Major Paul Davis: Goes from not understanding the SGC mindset in Into the Fire (not wanting to waste personnel and materiel to rescue "one SG team", even if it is SG-1) to actually waiting, after Jack orders him to fire on the submarine in Small Victories, for Daniel to give the go-ahead. Truly a liaison between the SGC and the Pentagon/Joint Chiefs, understanding both parties.
  • Was one of the people scanned and mimicked by the Foothold aliens. (Foothold)
    • The device that mimicked him was one of 12 that survived the aliens' retreat and destruction, and was stored at Area 51. (Smoke and Mirrors)
  • Got sent to Russia along with Daniel to negotiate for the use of the DHD to rescue Teal'c, where his Pentagon leanings showed more clearly -- he wasn't actually interested in dealing with the Russians, just in getting what he wanted without giving anything up.   • Made it offworld to help figure out what Anubis' empty ship is doing in Earth orbit. (Descent)
  • Sent to talk to a reporter, Julia Donovan, who had info about an SGC project -- Prometheus -- to get her to back off on the story. He wasn't remotely successful; all he did was find out that her source told her that it was some sort of fusion reactor being built in the desert. After her (NID) camera crew took over the ship, he took charge of the command center set up to deal with them (Jack shows up after a bit, but Davis still seemed to be in charge, oddly). After that, he went to collect Simmons to bring him, per the hijackers' demands. (Prometheus)
  • Acted as liaison between the Pentagon and the district attorney during the investigation of Senator Kinsey's shooting. He brought the SGC the videotape showing evidence of Jack leaving the building where the shooter was. Later, the real assassin, a rogue NID agent (Devlin) used the mimic device that projected Davis' image to gain access to the comatose Kinsey and attempt to finish the job of killing him. (Smoke and Mirrors)
  • Chosen to give the briefing to the Chinese, French, and UK ambassadors to the US when the decision was made to disclose the stargate program (to the permanent members of the UN Security Council, apparently). Strangely, he appeared not to be well-prepared for the meeting, conducting his presentation in such a way that his audience got lost, especially in the beginning. He also had to deal with Senator Kinsey butting in and using the meeting as a personal power play. (Disclosure)
• General Greer: Exact assignment unknown, but somehow involved in the Prometheus project. He (she? unlikely, but possible, no gender noted) wanted SG-1 along for the shakedown cruise, in the unlikely event of an emergency. (Memento)
• Colonel Kennedy: Opposes the SGC and does what he can to undermine it. Originally tried to take Teal'c away from the SGC for scientific study. Wanted to let Kawalsky die to save the symbiote that had infested him so they could study it. When Hammond told hijm in no uncertain terms that that wouldn't happen, and got up and left the briefing table, Kennedy (and his personal aide) utterly failed to stand up, as they should have done (and as every other military person in the room did). (The Enemy Within) Hasn't been seen since first season.
• General Kerrigan: Not specifically Pentagon (although Sam seems to be referring to him when she mentions "Pentagon staff" in Proving Ground). One-star general (brigiadier general, like Jacob Carter), and commander of the Air Force Academy located near Cheyenne Mountain. Knows Sam from her time at the academy, and they clearly have a fairly fond professional relationship. (Prodigy) At first has no clue what goes on at SGC (Prodigy), but is eventually brought in on the secret and becomes part of the recruitment effort, helping to hand-pick recruits from the academy and following their progress through their SGC training. (Proving Ground) Is on friendly, fairly relaxed terms with Hammond, and is clearly convinced of SGC's importance and the need for good training. (Prodigy)
• Colonel Harry Maybourne -- a nemesis for SGC and SG-1 from the beginning.
  • He takes Samuels' place as Pentagon/NID liasion after Samuels moves on to the Pentagon (Enigma). His mandate was research and development; worked at Area 51.
  • First interaction with the SGC was to come bringing an order releasing the refugee Tollans into NID (=his) custody, so they could be held in a "secure facility" in the Rockies. When Hammond stalled him long enough to give Daniel a chance to help the Tollans escape, Maybourne reacted by threatening to shoot all the escaping Tollans and court-martial Daniel. Not the most auspicious start to his relationship with the SGC. (Enigma)
  • While still working at Area 51, he worked on a prototype weapon whose development was overseen by Colonel Samuels -- a naquadah-enhanced Mark-12A warhead. (Serpent's Lair)
  • Tried to worsen Teal'c's condition in Bane and took him away from the SGC for scientific study. He's part of the NID, not connected directly to SGC at all.
  • Moves on to take command of Area 51, seems shocked when he finds out that the second stargate is missing from its sealed crate, replaced with a plastic copy, but isn't worried what will happen to his career, assuming that he'll be reassigned (Touchstone).
  • Shows up again a year later when Sam contacts him to help her defeat an alien invasion that has incapacitated the rest of the SGC, and after fumbling it at first by contacting the aliens masquerading as SGC members and basically letting them know what Sam's up to, he comes through in the end, even getting some honest (and seemingly much appreciated) praise from Jack. (Foothold)
  • Next appearance is Shades of Grey, where he 'recruits' Jack into his rogue NID operation. Is presumed captured at the end of that, but then shows up in Russia helping with a clandestine Russian stargate program. (Watergate)
  • Is recaptured and held in a federal facility (prisoner number S2989) after Watergate, facing the death penalty for treason, when Jack has to go to him for help after the NID forces Hammond into retirement and plants what is probably one of their own people in command of the SGC. Maybourne does as he promises, gets Jack enough info to threaten Senator Kinsey and get Hammond reinstated. He emails himself a copy of the incriminating evidence, and uses it to pressure "people" into transferring him to another facility after Jack hands him back to the authorities. He escapes from custody and takes off to an island somewhere. (Chain Reaction)
    • Uses hundreds of aliases, including "Charles Bliss". Keeps an incredibly underfurnished apartment under that name that no one knew about until he used it to track down info on the NID for Jack. (Chain Reaction)
  • By six or so months after that, he was established as a mercenary of sorts, selling information and other items -- including a symbiote from a Jaffa the Russians had secretly brought back from a mission. He still reads the NID coded messages on various websites, and responded promptly when Jack contacted him using that method to find out what had happened to Carter. He obviously enjoys working with Jack, but is just as obviously determined to save his own skin. (Desperate Measures)
  • He obviously keeps fairly steady tabs on the NID, or at the very least on NID files that relate to SGC (or possibly Jack), and is probably living somewhere in the US -- he finds out that Teal'c is trapped in the stargate and shows up to talk to Jack about it in what seems to be about 24 hours (is staying locally at the Accent Inn under an alias). He can still hack into restricted NID databases with no problem, and is one of the few people who knows the current location of all the NID's "safehouses" (special ops bases). With nothing in it for himself beyond a chance to get at Simmons on some level, he helps Jack break into an NID safehouse and raid it for the Goa'uld and the information SGC needs to rescue Teal'c. • He recruited Simmons, and the two of them "go back". Neither of them trusts the other at all. (48 Hours)
  • This history with Simmons is unpleasant enough that Maybourne basically offers to assassinate him when Jack comes looking for help, sweetening the idea with the guess that Simmons is the one that shot Jack. (48 Hours)
• The money he was supposed to have gotten for selling the symbiote to Adrian Conrad's company was supposed to set him up for life; losing out on it left him with nothing. His attempts to stay hidden were getting less successful, and he was close to being caught (whether by the rogue NID or the authorities wasn't clear). (Paradise Lost)
• As the president approached the end of his second term, Maybourne went to Jack to suggest that the president grant him a pardon as one of his final acts. To sweeten the idea, Maybourne offered to help the SGC get to the planet Simmons had tried to fly to in the X-303, a planet that was supposed to hold a cache of the Ancients' weapons. He wanted a direct trade: planet for pardon. He also wanted to go along on the mission, explaining that he had the only key to an impenetrable doorway protecting the cache. (Paradise Lost)
  • Maybourne is increasingly comfortable with Jack; while waiting on Jack's porch, he swiped a hotdog and a beer. (Paradise Lost)
  • The mission was a front; Maybourne really wanted to gain access to the stargate so he could go to a planet that was supposed to be a paradise. (Paradise Lost)
  • He turned himself in to the SGC in order to get what he wanted, and finagled his way onto the mission to the planet by refusing to give Jack the combination that went with the key, necessary to open the portal/doorway to the "cache". (Paradise Lost)
  • The key -- a "stone" (actually looks like metal with crystal inserts, in an elongated, rounded shape) -- was discovered in an Egyptian tomb in the 1920s ("eighty years ago") wrapped in a scroll with writing on it no one could read. (Outside the SG universe, General Ryan was in fact the actual Air Force Chief of Staff, from October 1997 through September 2001, and was chief of staff during the filming of the episode.)
• Major Bert Samuels (gets promoted to Lt. Colonel by Politics); starts out as Hammond's Exec. in Children of the Gods, but gets bumped up to the Pentagon. Works Stargate Mission Analysis and is occasionally liaison between SGC and Pentagon. He was the person who gave Senator Kinsey a (probably highly biased against) briefing about the SGC, to fill him in on all the details, and accompanied Kinsey to the SGC for the "hearing" Kinsey conducted, which resulted in the (temporary) shutdown of the program. Very likely suggested to the Joint Chiefs that the best move was to not do anything in terms of mobilizing forces while the Goa'uld ha'tak vessels were approaching the planet, so the Goa'uld wouldn't know Earth had been warned. He wanted to use a pre-emptive strike against the Goa'uld, using a new weapon -- a naquadah-enhanced Mark 12A warhead. The enhanced warhead yielded in excess of 1,000 megatons. He oversaw its development at Area 51 with Colonel Maybourne. He had two prototypes ready for launch at Vandenberg AFB. He truly believed that these weapons -- which he called "Goa'uld Busters" -- would be enough to utterly defeat the two Goa'uld vessels. (He was completely wrong.) Is surprised to realize he can't intimidate/patronize Daniel; is amused to realize that Hammond thinks that Hammond has the real power -- Simmons clearly has better-connected connections at this point. Simmons is anything but averse to spying on Sam to get the information he wants, without telling Hammond he's doing so. (Ascension)
  • Has been sneaking into the base systems from outside (as user 4574), gathering information on all kinds of things, including SG-1's personnel records. (The Fifth Man)
  • Very possibly was the organizing force behind a complex scheme to get Maybourne to sell the Russians' captive symbiote to a private corporation, so that it could be implanted, all so he could take control of the Goa'uld after it was implanted in a host. The scheme involved the kidnap and possible death of Sam Carter.
  • Whether he orchestrated it or not, he wound up taking the new Goa'uld and holding it captive, having made an unspecified deal with it to gain information -- all without SGC knowledge. After his planted team (working as Donovan's camera crew) hijacked the X-303, they demanded that both Simmons and "Adrian Conrad" be brought to them. Simmons clearly still had a source of information (as well as a way to contact former NID people); he knew who and what Jonas was. He'd made a deal with the Goa'uld inside Conrad -- Conrad's freedom in exchange for coordinates to an Ancient weapons-cache. Stealing the ship was his way of getting to the weapons. After he ordered the ship into hyperspace, Conrad rushed him. Simmons shot Conrad, killing the human host, but the symbiote escaped and fled into Simmons. Inside the room, there are lasers protecting a bank of drawers built into the wall; to turn off the lasers, there's a hand scanner on a pedestal, allowing only authorized personnel in. Each drawer also has a number keypad (1-6) and another scanner/sensor -- to open it, you have to know the combination and have an approved thumb print. (Smoke and Mirrors)
• Personnel is a mix of military (NID) and civilian:
  • Run briefly by Maybourne (Bane, Touchstone), who used his access to the technology there to help set up a rogue NID group that ran unauthorized missions through the second stargate to gain technology (Touchstone, Shades of Grey).

The project produced some devices, but they only worked for 3-4 minutes at a time, so most of the scientists were reassigned. The project produced some devices, but they only worked for 3-4 minutes at a time, so most of the scientists were reassigned. Dr. Healey, Dr. Langham, and Dr. Singh were the only three still assigned to the mimic devices, but after another six months of failed efforts, the project was scrapped. All three were transferred to the X-303 project, but Langham was supposedly in a car accident three days before the transfer went into effect. The body in the car was burned beyond recognition, identified through dental records. In reality, Langham stole the devices, replacing them with fakes, then faked his own death. According to what he told the SGC, he brought the real devices to Washington, for "the Committee", a group of powerful businessmen who've hired the rogue NID to help them get alien technology to incorporate into their product lines, investing hundreds of millions of dollars in hopes of a return in the billions. At least ten new patents had been filed using alien technology, including industrial chemicals, metallurgy, computers, and more. In return for this information and some names, Langham demanded protection, and was accordingly sent off-world where the NID couldn't get to him. (Smoke and Mirrors)
  • Dr. McKay: Civilian scientist (probably astrophysicist -- appears to consider himself Sam's better in her field). Had been studying the stargate program at Area 51 for more than a year as of 48 Hours, so probably began sometime in 1999. With no access to a working stargate (and clearly no contact with the scientists who were working on the real gate, since Sam didn't know him at all when she met him), he was working with a virtual model that was built when the second gate was at Area 51 (leading to the question of when exactly it was built, and by whom, since the gate was originally supposed to have arrived sealed up, and the second time it was sealed almost immediately with SG-1 in attendance). Their mission statement is to use whatever means necessary to acquire goods and technology that could help Earth in the battle against the Goa'uld, or other unforeseen aggressors. • According to Dr. Brent Langham (an Area 51 scientist who stole alien technology), the rogue NID works for a group called "the Committee", based in Washington (apparently) and made up of powerful businessmen who are buying alien technology (i.e., paying people -- the rogue NID -- to steal it for them) to incorporate them into their product lines. They've spent hundreds of millions, and expect billions in return. After they were assured that Kinsey was finally dead, they moved on to planning Hammond's removal from the SGC, so that they could replace him with a patsy -- first by pressuring him to resign by threatening his family again (now that Kinsey could no longer be blackmailed into protecting him), and if he didn't go along, by killing him.   • The mission to PX3-595 (an Asgard-protected planet, where the natives, known as Tiernods, are primitive, and hide from predators in caves, using an Asgard device to vanish) was to steal the Asgard vanishing device for the rogue organization. (Shades of Grey)
  • One of the groups was headed by Colonel Sean Grieves. Their missions included a mission to Latona to gain access to the Latonans' planetary defense system, the Sentinel. When they weren't granted access, the team worked covertly for weeks to access, dismantle, and reassemble the machine to learn about it, but never reported this. (The Sentinel)
• Members:
  • Agent Mark Devlin: Used a mimic device to very convincingly frame Jack for Devlin's attempted assassination of Senator Kinsey. (Smoke and Mirrors)
  • Colonel Sean Grieves: Leader of a rogue NID team under Maybourne. He's a true believer in the cause -- he honestly believes that the SGC is endangering Earth by not taking more aggressive steps to get technology however possible, and by relying on alien allies for protection. He's ruthless in the pursuit: while stealing a powerful beam weapon from P3Y 294, he turned the weapon on his pursuers, killing all three and destroying any chance of future diplomatic relations between Earth and that world. Even after the weapon was returned, the government of P3Y 294 would have nothing to do with Earth. Among other missions, he led his team to Latona to learn about the planetary defense system known as the Sentinel, where he first tried front channels (negotiating with Marul) and when that was unsuccessful worked covertly for two weeks with Lieutenant Kershaw to get through the protective force field, dismantle the machinery, and rebuild it. During those two weeks, Grieves killed the Sentinel's caretaker -- he shot in self-defense (the caretaker was about to heave a spear at him), but then refused to bring him to the city for medical attention, despite the caretaker's pleas. Kershaw protested, but Grieves was convinced that the technology was too important to risk losing by exposing themselves. Neither he nor Kershaw reported that they'd actually tampered with the Sentinel, or that they'd killed the caretaker. They were recalled immediately afterward to meet their new CO -- Jack. (The Sentinel) After Jack exposed the overall rogue NID operation (Shades of Grey) and had all of them arrested, Grieves was convicted of high treason for his acts, and sentenced to death. Later his sentence was commuted to life in prison, when he agreed to help SG-1 fix whatever had gone wrong with the Sentinel after Grieves and Kershaw messed with it. He eventually redeemed himself somewhat by taking the caretaker's place and merging with the Sentinel to defend Latona and SG-1 against the intensifying Goa'uld attack by Svarog's forces.   • Lieutenant Kershaw: Member of a rogue NID team led by Colonel Grieves. She helped dismantle and reassemble the Latonans' planetary defense system, the Sentinel. She objected to Grieves' killing of the Sentinel's caretaker during the process (she wanted to bring the wounded man back to the city, but Grieves forbade it), but did nothing to stop it, and didn't report it. Jack had her sentence commuted (from death to life in prison) in return for helping the SGC repair the damage done to the Sentinel. She took a fatal staff shot to the back while putting a force field back up to protect Grieves, Daniel, Sam, and Teal'c from Jaffa. While she was lying there dying, she admitted to having seen Grieves kill the caretaker, and to having rigged the caretaker's deadman-switch bracelet so that it didn't give away that he was dead, so no one in the city would suspect them. She lived just long enough to see Grieves sacrifice himself to use the Sentinel to neutralize the Jaffa and Svarog's mothership. (The Sentinel)
  • Colonel Robert Makepeace: Mole inside the SGC, feeding mission info back to Maybourne and smuggling small enough stolen tech from the rogue group back to Earth where it could be used by the NID. Arrested personally by Jack. (Shades of Grey)
  • Major Newman: One of the four men who escaped during the Touchstone incident (Touchstone, Shades of Grey)

NID (regular and rogue) interaction with SGC -- timeline:

• Manages to secure an order releasing the Tollans into NID custody for study in a "secure facility" in the Rockies; Hammond stonewalled it -- claiming that he couldn't release them until they'd passed through quarantine -- for as long as possible, giving Daniel time to conspire with the Tollans to effect their release. (This was Maybourne's first interaction with the SGC.) (Enigma)
• Attempts to take Teal'c away for study (Bane).
• Possibly carries out the assassination of a journalist who knows too much about the stargate program (Secrets).
• Insists upon the mining of a planet whose locals don't want the mining to happen, thus nearly causing the destruction of the SGC (Spirits).
• Replaces the second stargate (found in Solitudes) with a fake, and uses the real one to carry out a rogue mission of stealing alien technology to aid in Earth's defense (Touchstone). SG-1 finds out and stops them. The second gate is shut down and put under SGC, specifically Hammond's, control, but a small group of NID agents escaped through it and are at large in the galaxy.
• Recruits Jack into their rogue group after his apparent defection from SGC ethics, making it plain that the group has been very active since the second gate was shut down a year earlier; they've been stealing everything they can lay hands on, including from SGC allies and even Asgard protected planets. Jack infiltrates and exposes the entire group, including Maybourne and Makepeace, the SGC mole. They're all arrested, but warn that they're only the small fry; the conspiracy reaches very, very high. Jack has to call in almost all his favors to get the leverage to get Maybourne out of jail to help him track down the power behind Hammond's resignation -- who turns out to be Senator Kinsey, high enough up to be a presidential hopeful for the next election. • Take Sam and Daniel "prisoner" to keep them from interfering in or informing Jack and the SGC about NID plans to capture Martin, the other aliens, and their ship, but badly underestimate Sam and Daniel and fail miserably as a result. (Wormhole X-Treme!)
• Set up surveillance in a town in Oregon where a company called Immunotech was continuing Adrian Conrad's research into Goa'uld symbiotes, using clones of the symbiote implanted in Conrad. The NID planned to monitor the situation until the townsfolk had finished building a spaceship for their implanted symbiotes, then grab the ship for themselves. Much of the town had been implanted and were working nightly on the ship when Sam, Teal'c, and Jonas arrived to look into the suspicious death of one of Immunotech's scientists, who'd called them for help before his car crashed. This upset the NID's plans, but it turned out to be just as well, since the NID agents on site (Cross and Singer) were compromised and implanted with Goa'uld clones. Before they could infiltrate the NID with more symbiotes, Sam (also implanted, but protected by an antidote developed by the dead scientist) saved the day. (Nightwalkers)
• A small group of rogue NID agents, working under Simmons' command, infiltrated and stole the X-303, taking Sam and Teal'c with them as they left the planet. Jack and Teal'c snuck on board in a death glider and managed to regain control, capturing or killing all NID agents aboard. • Apparently working under orders from a civilian group, the rogue NID sent an agent, disguised as Jack by a mimic device, to assassinate Senator Kinsey, hoping to rid themselves of Jack and eventually Hammond by doing so (Hammond was safe because Jack had blackmailed Kinsey into keeping him safe -- Chain Reaction). The plan nearly succeeded, but was eventually foiled because of NID/SGC cooperation, between Agent Barrett and Sam. (Smoke and Mirrors)
